Dr. Soumahoro Mory

Dr. Mory SOUMAHORO, a national of Côte d'Ivoire, is a professional with over twenty years’ experience in public and market finance. During his professional career, he has been involved in structuring financing (debt and equity) and implementing fundraising operations on international and WAEMU financial markets, both for the State of Côte d'Ivoire and private entities in the WAEMU zone.

He holds a Ph.D. in finance from the International School of Management in New York (USA), a diploma of financial expertise in Investment Fund Management (CFS), accredited by the Financial Industry Regulatory Authority (FINRA), which he obtained from the Institute of Business and Finance in California (USA), and a master's degree in development economics from the University of North Florida (USA).

Dr. Mory SOUMAHORO has taught economics and finance (public finance and structural finance) at the Université des Lagunes in Abidjan (Côte d'Ivoire) since 2009 and has been Professor of Public Finance and Structural Finance at MDE Business School in Abidjan (Côte d'Ivoire) since 2011.

Since March 2024, Dr. Mory SOUMAHORO is the Vice-President in charge of risk and control at the ECOWAS Bank for Investment and Development (EBID).

Prior to this position, he has been a Technical Advisor to the Minister of Economy and Finance of Côte d'Ivoire, where he was mainly in charge of financing and public debt management. He sats on the Boards of Directors of several state-owned companies and chaired the Management Committee of the Funds For the Support of Big Corporations of the Private Sector Impacted by the COVID 19 Crisis (FSGE-COVID- 19).

From 2013 to 2018, Dr. Mory SOUMAHORO was Secretary General of the WAEMU Regional Council of Public Saving and Financial Markets (CREPMF), the WAEMU Financial Markets regulatory Body where he has led several reforms, including the change of name of the CREPMF to the Autorité des Marchés Financiers de l'UEMOA (AMF-UMOA), the introduction of new financial products (BRVM SME compartment, SUKUK), and the introduction of a system of financial penalties on the WAEMU financial market as part of the policy to protect savers. He oversaw the implementation of the 2014-2021 Strategic Plan for the development of the WAEMU financial market and contributed to improving the coordination and effectiveness of international aid by strengthening collaboration between CREPMF and technical and financial partners (World Bank, IMF, AfDB), through the implementation of programs to develop the regulatory framework and build the capacities of market players.

During his tenure at CREPMF he was a member of various WAEMU’s Regional Committees, such as the Supervisory Board of the “Agence UMOA Titre” of the Central Bank (BCEAO), the Joint Secretariat of the WAEMU Heads of State Conference, the WAEMU Statutory Experts Group, the WAMU Financial Stability Committee, the Ad hoc Committee for the Financing of WAEMU Economies, the WAEMU Financial Sector Development Program and the Regional Committee for WAEMU regional financial market reforms

From 2015 to 2018, Mory SOUMAHORO was President of the ECOWAS Association of Financial Market Regulators (WASRA). Previously, before this position, Dr. Mory SOUMAHORO held the position of Technical Advisor to the Director General of the Côte d’Ivoire Treasury from 2012 to 2013, where he was mainly in charge of structuring and implementing fund-raising operations for the State of Côte d’Ivoire on international and WAEMU financial markets, as well as building the capacity of the Treasury's internal teams in charge of market operations.

From 2007 to 2012, Dr. Mory SOUMAHORO was Director and Managing Director of City Finances, a portfolio management company licensed on the WAEMU financial market.

From 2002 to 2007, he held the position of Deputy Managing Director of BNI Finances and Head of Financial Engineering, where he was in charge of implementing financing and fund-raising operations for the State of Côte d'Ivoire on the WAEMU financial market, as well as privatization and restructuring mandates for public companies. From 2000 to 2002, Mory SOUMAHORO was Deputy Regional Director of the Regional Office for West and Central Africa of the EBAS (European Business Assistance Scheme) Fund, where he successfully launched the Fund's activities in eight countries and managed the Fund's operational activities in the 18 countries covered.

Since 2012, Dr. Mory SOUMAHORO has been appointed as Consular Judge at the Abidjan Commercial Court (TCA).
