Dr. SOUMAHORO Mory has been since March 2025, Vice-President in charge of Risk and Control at the ECOWAS Investment and Development Bank (BIDC), where he is responsible for designing, Implement and direct the Bank’s risk management and control activities.
Financial economist and specialist in capital markets and public debt management, he has over 30 years of professional experience in the fields of public finance, market finance and corporate finance. He holds a PhD (doctorate) in economics and finance from the International School of Management in New York, a Master’s degree in International Development Economics (MIDE) from the University of North Florida (UNF) in the USA and is certified by the US Financial Industry Regulatory Authority (FINRA) as a fund management specialist (CFS).
Professor of economics and finance at MDE Business since 2011, Dr. Soumahoro teaches corporate finance and public finance in different programs (AMP, P-AMP, PMD and PLD) and he hosts conferences on various economic and financial topics
During his career, Dr. SOUMAHORO Mory structured and arranged several fund raising operations on the financial markets including for the State of Côte d'Ivoire, Ghana and Kenya, for a total amount of more than 3 billion US dollars. He also held several senior positions in the private and public sectors, including as Deputy Regional Director of a private sector development fund covering the West and Central Africa region, Deputy managing director of an investment bank and managing director of an asset management company both operating in the WAEMU zone, Technical advisor to the Director-General of the National Treasury of Côte d'Ivoire and Technical adviser to the Minister of Finance and Budget of Côte d'Ivoire where he chaired the Management Committee of the Support Fund for Large Enterprises (FSGE) Ivorians who have been affected by COVID, a fund with an envelope of 100 billion FCFA. He has served on the boards of several public and private companies.
Dr Soumahoro led the UMOA’s Financial Markets Regulatory Authority (CREPMF) from 2013 to 2018, where he carried out several reforms, including the change of name of CREPMF to UMOA’s Financial Markets Authority (AMF-UMOA), the implementation of the UMOA Regional Financial Market Strategic Plan and risk mapping as well as the introduction of new financial products such as SUKUK. From 2015 to 2018, Dr Soumahoro was President of the ECOWAS Association of Financial Market Regulators (WASRA).
Since 2012, Dr Mory SOUMAHORO has been appointed Consular Judge at the Abidjan Commercial Court (TCA).
